C. Arturo Retamozo-Barría is a Senior Consultant with Asset Performance Networks, based out of the company’s office in Houston, Texas. Arturo’s background includes 20 years of military service in the U.S. Air Force/U.S. Air Force Reserve. Throughout his career, Arturo has helped organizations enhance communication and strengthen integration, aligning these organizations in such a way as to facilitate the identification, prioritization, and solution of problems.
As part of AP-Networks, Arturo has worked extensively with oil and gas clients in the United States. He has also established relationships with refineries in Trinidad, Venezuela, and Chile. Throughout his time with the company, Arturo has executed more than 20 turnaround assessments each year, administering a variety of AP-Networks services including Turnaround Assist Programs (T-AP), Integrated Turnaround Assist Programs (iT-AP), and Risk Based Scope Reviews (RBSR).
Arturo has over 16 years of experience in flight operations, including quality assurance, industrial safety, and operational risk management. During his last two years in the military, he implemented a professional development initiative for mid-career personnel that leveraged courses at the Pentagon.
Prior to joining AP-Networks, Arturo supported human spaceflight operations for NASA’s International Space Station and Space Shuttle programs. During his 11 years with NASA, Arturo filled technical roles including Safety, Quality, and Mission Assurance Operations Engineer for the International Space Station Program, and Dynamics Flight Controller for the Space Shuttle Program. He finished his support to NASA as the manager of the Space Shuttle’s Navigation flight control team. Arturo’s natural ability to achieve organizational efficiency and successfully implement change management efforts was most notable in the last NASA project he led, which resulted in a 30% real-time operations cost reduction, while still ensuring mission safety & success and maintaining organizational health & employee satisfaction.
Arturo holds a bachelor’s degree in Aerospace Engineering from the University of Texas at Austin, as well as a Six Sigma Green Belt Certification from the American Society for Quality. Arturo is proficient in continuous improvement and root cause analysis, as well as Process Failure Modes and Effects Analysis projects and efforts. He maintains a Commercial Pilot certificate, and participated in search and rescue missions with the Civil Air Patrol for several years.
